We investigated the prices the Gladstone Area Water Board (GAWB) plans to charge for the 2020–25 period, under direction from the Queensland Government. We considered:
- prices that would provide GAWB with sufficient revenue to recover prudent and efficient costs
- the accumulation of under-recovered revenues and its impact on customers.
GAWB lodged its pricing proposal on 30 September 2019. We published our draft report on 25 February 2020, on which we received submissions from 13 stakeholders.
We provided our final report to the Treasurer on 29 May and published it on 3 June 2020.

We will prepare a subsequent report (by 31 October 2023) that compares the annual prices GAWB charged between 1 July 2020 and 30 June 2023 with the findings in our 2020–25 final report. GAWB may make a submission that justifies any deviations between the prices GAWB charged to its customers and the indicative prices in our 2020–25 final report.
We intend to start consulting with stakeholders on this pricing review in early 2023.
The financial impacts on customers are discussed in our final report, but individual customers are not identified. The individual customer impacts, which are confidential, appear in section 10.4 (in Part A) and sections 1.2, 4.3, 5.2 and 7.1 (in Part B) of the report.
