DBCT Management’s 2010 access undertaking came into effect on 1 January 2011, and remained active until the 2017 access undertaking came into effect on 16 February 2017.
The 2010 access undertaking set out the terms and conditions under which DBCT Management provided access to the terminal and also addressed the process required for an access seeker to negotiate access to the infrastructure and the way any disputes in relation to access were to be resolved.

The access undertaking set out the terms and conditions under which DBCT Management provided access to the terminal to any third party wishing to use its facilities (access seeker). It also explained how disputes (in relation to access) were to be resolved.
The undertaking and its terms and conditions are developed by the DBCT Management team and may be subject to reasonable amendments throughout its lifetime. These changes are submitted to us for review and approval in the form of a DAAU (draft amending access undertaking).
Before deciding on amendments, we consult with all stakeholders, usually in the form of submissions.
