Advanced digital meters are progressively being rolled out for electricity customers in Queensland. We have provided advice to the Queensland Government on the costs and benefits of these new meters.

Report on benefits of advanced digital meters

We provided our advice to the Minister for Natural Resources, Mines and Energy on the benefits of deploying advanced digital meters.

We estimate that by 2049, south east Queensland could potentially cumulatively benefit by $1,112.5 million from deploying advanced digital meters. However, based on the latest information and policy, we estimate that the south east Queensland market is likely to actually realise $331.3 million in cumulative benefits by 2049.

In April 2019, we received a direction from the Minister for Natural Resources, Mines and Energy to provide a report on the benefits associated with the deployment of advanced digital meters (also known as ‘smart’ meters) in the south east Queensland designated market area.

In May 2019, QCA staff released a stakeholder notice seeking stakeholder views on the preparation of this advice.

The final advice was published on our website on 20 September 2019.

Advanced digital metering costs 2019–20

In December 2018, we received a direction from the Minister for Natural Resources, Mines and Energy to provide advice on the costs to all regional residential and small business customers, if the additional costs associated with the deployment of advanced digital meters were spread across those customers, rather than be applied only to customers receiving the new meters.

Our final advice to the Minister was that spreading the costs of deployed advanced digital meters across all customers in 2019–20 would add 2.024 cents per day, or $7.39 per year, to a tariff 11 or tariff 20 customer bill compared to paying type 6 meter charges regulated by the Australian Energy Regulator.
