Aurizon Network’s 2016 access undertaking came into effect on 11 October 2016 and was replaced by the 2017 access undertaking on 21 February 2019. It sets out the terms and conditions under which Aurizon Network provided access to its rail infrastructure in central Queensland. It also outlines the process an access seeker required to negotiate access to the infrastructure, and how any disputes in relation to access were to be resolved.

Aurizon Network’s 2016 access undertaking is no longer in force, following the QCA’s approval of Aurizon Network’s 2017 access undertaking.

The undertaking was subject to amendment through a draft amending access undertaking (DAAU) process under the QCA Act.

Since the 2016 access undertaking was approved, Aurizon Network had proposed amendments through various DAAUs under the QCA Act.

We can approve or refuse to approve a DAAU. Each DAAU that was approved amended the 2016 access undertaking.

We monitored Aurizon Network’s ongoing compliance with its 2016 access undertaking.

Aurizon Network was obliged to undertake a number of activities in accordance with its undertaking, some of which require our approval (e.g. annual approval of capital expenditure, revenue cap adjustments and reference tariff variations).

We also assessed ad hoc requests from Aurizon Network for approval of matters required by the undertaking.
