Electricity Distribution Network Code

Version 4 of the Electricity Distribution Network Code took effect on 1 July 2020. Version 4 implemented changes to the GSL scheme arising from the QCA’s review of the scheme that was completed in 2019.

The third edition of the code took effect on and from 31 August 2018. Version 3 changed the due date for Energex and Ergon Energy to prepare the distribution annual planning reports from 30 September to 31 December each year. The amendment was requested by Energy Queensland to maintain a one month gap between the due date for the reports and the due date for Energy Queensland’s regulatory proposals to the Australian Energy Regulator. The change was gazetted 31 August 2018.

The second edition of the code took effect on 5 January 2018. A new clause 5.1.2(d) was added, which states that chapter 5 of the code (Metering) also applies to all metering coordinators appointed for metering installations. Chapter 5 was updated accordingly to account for metering installations and metering coordinators. The changes followed the competition in metering services rule that commenced across the National Electricity Market on 1 December 2017. The rule was introduced to facilitate a market-led deployment of advanced meters. The competition in metering rule involved significant amendments to the National Electricity Rules and the National Energy Retail Rules. Version 2 was gazetted on 5 January 2018.

This initial edition of the code took effect on and from 1 July 2015, when the Electricity Distribution Network Code replaced the former Electricity Industry Code.

Version 4 of the Electricity Distribution Network Code took effect on 1 July 2020. Version 4 implemented changes to the GSL scheme arising from the QCA’s review of the scheme that was completed in 2019.

Version 3 of the Electricity Distribution Network Code came into force from 31 August 2018. Version 3 changed the due date for the distributors’ annual planning reports (clause 2.2) from 30 September to 31 December each year. The change meant that the distributors’ timeframes for submitting their regulatory proposals to the Australian Energy Regulator for 2020–25 aligned with the annual planning report timeframe.

No changes to Annexure A were made as part of the adoption of Version 3 of the code.

Version 4 of the code reflects changes the QCA recommended  in the final report of the review of the GSL scheme. The final report was published in March 2019 and is available on the review of of GSLs page of the website. Version 4 came into effect on  July 2020.

Version 2 of the Electricity Distribution Network Code came into force from 5 January 2018. Version 2 amended chapters 5 and 6 of the code to align terminology and concepts to the AEMC Metering Rule Change without applying the competitive arrangements for metering.

Version 1 of the Electricity Distribution Network Code replaced the Electricity Industry Code and came into force from 1 July 2015.
